2027 ‘C’ step scrapped – ‘B’ for 2031
Consultation outcome released on the 18th June 2026 makes a big shift towards defined routes to compliance.
New and existing commercial leases will have to achieve a ‘B’ rated EPC from 2031.
This applies to commercial properties with a GIA of over 1,000m2; for smaller properties, the rules remain unchanged for now (minimum of ‘E’).
This scraps the expected 2027 threshold of a ‘C’ interim rating.
With approx 80% of registered commercial EPCs being below this new ‘B’ standard, this will be a small albeit temporary relief for landloards, perhaps helping extend any upgrade rollout works.
Fuel factor up/down flips
Due to the dramatic fuel factor changes experienced in 2022, where it was recognised that the main electrical infrastructure was made up by approx 27% renewables, the fuel factors associated with Electricity almost halved.
It is predicted 42% of all B-rated gas heated buildlings may be at risk of downgrading on their next EPC renewal.
The flip side of this is atleast 56% of C/D rated buildings not gas-heated may see an uplift in rating upon reassessment if previously assessed prior to 2022.
As we experienced in 2022, it is predicted that the industry is anticipating a further adjustment to the fuel factors mid 2027, which may further increase the divide between gas and electricity.
Thus, the owners and operators of gas-heated buildings may face a diminishing period to secure a good result before more changes occur.
